Andrew Prior, Director

Andrew has over twenty-five years’ experience advising on the development of sustainable infrastructure projects; as a lawyer, as a government advisor, in-house and as an independent consultant.

Andrew has played a central role in the consenting teams for nine development consent order projects, including as Development Consent Order (DCO) manager for the Walney extension offshore wind farm, planning counsel for the Wylfa and Oldbury nuclear new builds and strategic consenting advisor on Anglian Water’s wastewater and reservoir DCO projects. In the offshore wind sector, he has advised on all the UK seabed leasing rounds, including the drafting of successful bids for 12GW of capacity.

Andrew is a council member of the National Infrastructure Planning Association (NIPA), is a member of the Planning Inspectorate’s Appointable Persons pool, eligible for selection as an Examining Inspector for National Infrastructure Projects, and an English registered lawyer (currently non-practising). He is a Building with Nature accredited assessor.

Ali Leeder, Director

Ali has 18 years’ experience as a planning consultant, predominantly leading consents for large scale infrastructure projects

Ali specialises in Development Consent Orders (DCOs) and is on the Board of the National Infrastructure Planning Association. She regularly speaks at conferences and events on the delivery of DCO projects. Prior to joining Aeos, Ali was Arup’s lead for Major Infrastructure Projects; a role she held at Aecom prior to joining Arup.

Ali has led DCO applications through all stages of the process. She has advised both National Grid and National Highways; the two organisations with the most experience of DCO applications; in addition to leading DCOs for clients who are starting their first DCO project. Examples of projects Ali has advised on include Gate Burton Solar, Bramford to Twinstead, M54 to M6 Link Road, Longfield Solar, Sea Link and High Grove Solar.

Ali has also led infrastructure projects delivered through the Town and Country Planning regime, including projects in the energy, water and highways sectors; and provided infrastructure policy advice to local authorities and national Government. She loves becoming embedded in complex projects and is a strong believer that building a tight team is the largest predictor of project success.

Ali is an experienced Expert Witness, appearing as an Expert at DCO Examination Hearings, Planning Inquiries, Compulsory Acquisition Hearings and Planning Hearings.

Emily Marshall, Founder AEOS Consulting

Emily is an experienced communications professional with over a decade of experience leading on the consultation and engagement programmes for some of the world’s largest sustainable infrastructure projects. Emily brings a wealth of experience in strategic communications, having held in house roles and consulting roles and has strong expertise in public affairs and public policy for the energy and built environment sectors. Emily has held positions in two world leading energy companies, Ørsted and SunEdison and was Director to communications consultancy Counter Context since 2017.

Emily has a strong understanding of the DCO regime having led the communications and consultation requirements for 11 DCO schemes. This includes UK’s first approved Nationally Significant Infrastructure Project (NSIP) solar scheme (Cleve Hill Solar Park), Round 2.5 and 3 offshore wind farms for Ørsted and Equinor, UK to Europe interconnectors for National Grid Ventures and the UK’s second waste water NSIP for Anglian Water.
